Chaudhary Charan Singh was born in 1902 in a middle-class farmer family in Noorpur, Meerut district of Uttar Pradesh. In 1929 he came to Meerut and later joined Congress. He was first elected to the UP Legislative Assembly from Chhaprauli in 1937 and represented the constituency in 1946, 1952, 1962 and 1967. He became Parliamentary Secretary in the Pandit Govind Ballabh Pant government in 1946 and worked in Revenue, Medica and various departments. Public Health, Justice, Information, etc. In June 1951, he was appointed Cabinet Minister in the state and given charge of the Justice and Information departments. Later, he took over as the Minister of Revenue and Agriculture in Sampurnanand's cabinet in 1952. When he resigned in April 1959, he held the charge of the Revenue and Transport Departments. Charan Singh was an important figure in the Janata Party. He was not only an experienced politician but also a prolific writer. His literary works, which include writings on land reforms and agricultural policies, reflect his commitment to social welfare and economic reforms. He was famous as the chief architect of land reforms in Uttar Pradesh. His efforts led to the enactment of important land reform bills, such as the Department Redemption Bill of 1939 and the Land Tenure Act of 1960, which aimed to address issues of land distribution and agricultural stability.
