Dehradun (Uttarakhand) [India], Chief Secretary Radha Raturi, expressing strong displeasure over not receiving action plan from the districts regarding the revival of water sources, drains and rivers in Uttarakhand, has given a time limit of one week to the District Magistrates in this regard. Considering the seriousness of the matter, the CS has directed the District Magistrates to immediately deploy full-time dedicated Watershed Nodal Officer in the district for this work.
The Chief Secretary has also directed the District Magistrates to immediately organize a meeting of the District Level Spring and River Rejuvenation Authority (SARRA) within three days. He directed the Chief Development Officer to be prominently associated with this campaign. The Chief Secretary issued a letter to the Additional Chief Secretary Finance and directed to organize a meeting regarding the use of funding through various means like MNREGA, NABARD for the revival of water sources and rivers. PMKSY Chief Secretary Radha Raturi, in a meeting held at the Secretariat on Wednesday, has directed the concerned officials to work on a district-wise holistic and integrated plan for the revival of water sources, rivers, tributaries and drains.In an important meeting regarding water conservation in the state, Chief Secretary Radha Raturi directed the District Magistrates to identify 10 critically dried up streams and 20 critically dried up streams/tributaries in each block in the district under the Water Conservation Campaign 2024. He has directed to plan the revival of one river in each district under a long-term plan. The Chief Secretary has also given instructions to work on an action plan for identification and revitalization of dry ponds in the plain districts. It is noteworthy that under the Water Conservation Campaign 2024, targets have been set for water conservation work at the village level. He said that generally 2 to 3 water sources are available in hill villages.Targeting the restoration of these water sources, contour trenches and recharge pits can be constructed in the water supply areas of these sources, ground water can be recharged through kutcha ponds, check dams and recharge pits in the plain villages . Chal-Khals can be constructed in forest areas and pasture areas near villages. Along with this, under the Water Conservation Campaign 2024, it has been said that targets will be set for the treatment of critical water sources at the development block level. The process of implementation can be started by making a plan for the treatment of important water sources, such as drinking water schemes identified by the Drinking Water Department and Water Institute in which there is a significant reduction in water flow. The process of implementation can be initiated by preparing a plan for recharge areas of the aquifers identified in the 4 plain districts by the Central Ground Water Board.145 important water sources have been identified for treatment by the Drinking Water Department and Jal Sansthan Department.
