Lucknow (Uttar Pradesh) [India], Uttar Pradesh Chief Minister Yogi Adityanath on Saturday held an important meeting with officials of the Department of Stamps and Registration, in which he provided essential guidelines on the Online Registration Rules, 2024.

He emphasized that an online system for stamps and records is crucial to make life easier and improve records and data management. Preparations should be made in this regard as soon as possible and a draft should be prepared and submitted.

CM Yogi also ordered reduction of stamp registration fee for rental agreements of residential, non-residential and commercial properties.

He suggested creating different brackets for this and simplifying the agreement process.

The Chief Minister emphasized that the entire system of coding, e-registration and e-filing under the Online Registration Rules, 2024 should be transparent. E-registration must be done through government agencies and RERA approved builders. Additionally, electronic filing work must be done via bank file 6(1), tenancy agreements of up to 12 months and any documents under sections 18 and 89 of the Registration Act 1908.

CM Yogi stated that in Phase 1 of e-registration, government agencies, including development and industrial development authorities, must receive approval for sale deeds, agreements and lease contracts.

"Submissions and approvals should be managed by the nodal officers of these government agencies. Additionally, photographs and signatures of the parties involved should be captured digitally or electronically. The Registration Officer will complete the registration based on the electronically transmitted data from the above process. ," he said.

Chief Minister Yogi said that in Phase 2 of e-registration, it should be extended to RERA approved institutions for sale deeds, agreements and lease contracts.

"Photographs and signatures of the parties involved should be captured digitally or electronically. Depending on the process, registration should be done by the registration officer on the basis of data transmitted electronically," he added.

The Chief Minister said that under e-filing, processing of bank files has already started in Phase 1, while in the second phase, rental agreements of up to 12 months, online sealing, e-signature and e-verification -KYC of the parties and witnesses must be secured through Aadhaar.

CM Yogi highlighted that currently physical presence at the registry office is mandatory for registration, causing inconvenience to citizens and consuming valuable time.

"With the introduction of electronic registration, significant relief will be provided to citizens. It will eliminate the need for middlemen, saving people time and money. Furthermore, it will reduce legal and other associated problems. Furthermore, the efficiency of the offices will improve as a result of these changes," he said.

The Chief Minister highlighted that registration records are very sensitive and susceptible to manipulation.

He highlighted the importance of electronic records, which not only ensure security but also facilitate verification.
