The state government will make it mandatory that people who work in fireworks factories and do the work of mixing color and filling color pellets should be certified after proper training. The report also suggests that strict action will be taken against factories and employers who hire workers without certification.

Tamil Nadu's firecracker industry has an annual turnover of Rs 6,000 crore and is the leader in the industry in the country.

A committee constituted by the National Green Tribunal comprising officials from Tamil Nadu Pollution Control Board, Central Pollution Control Board, state environment department as well as Virudhunaga district has submitted its report.

The report also said that since there are no proper courses in pyrotechnics in India, experts from abroad should be roped in to train those working in the sensitive areas of firecracker making.

The committee also said in its report that frequent and regular accidents in fireworks industries occur due to lack of monitoring and enforcement mechanisms.

The report also suggests creating more awareness among the community by using companies' CSR funds to educate local people about fireworks and the complexities involved, including packing them.

The committee has also recommended reinforced cement concrete (RCC) walls and weak roofs instead of the current construction on weak walls and concrete roofs in fireworks factories.

This is to vent the blasts vertically and minimize the impact on nearby buildings.
