“Making sacrifices is nothing new for our great Army or for security forces and local police. But making sacrifices is not enough to end terrorism. “The cost of sustaining and supporting terrorism must be made too high for its perpetrators. Those who believe in killing people cannot be allowed to live a free life,” the police chief said.

Intelligence agencies believe that terrorist controllers operating from the other side of the Line of Control (LoC) have decided to give the violence its final push.

“All the so-called sleeper cells, surface workers (OGW), who had been asked to remain hidden, have been activated and attempts to introduce trained mercenaries have already begun. “The terrorist attacks carried out in the Jammu region have a clear message. Terrorists have been asked to target innocent civilians and pilgrims to fan communal tension in the Jammu region so that terrorists get more and more sympathizers in places where they are planning to create a wedge between communities. “The terrorists, most of them foreign mercenaries and ex-convicts, have been asked to selectively choose their targets from the army and local police so that these forces continue to participate in counter-terrorism operations and at the same time loosen their control over the provision of a peaceful environment to the economy. , industry and education in the Valley,” said a senior Intelligence officer. The choice of the rugged mountainous terrain of Poonch, Rajouri, Reasi, Doda and Kathua districts of the Jammu region has two advantages in the eyes of those running the Pakistan-based terrorism.

“Firstly and most importantly, the terrorists want to show their presence in areas that until now were believed to be peaceful and where the focus of the security agencies was less clear than in the Valley.

“The terrorists involved in the hill districts of Jammu division are foreign terrorists, who are familiar with those areas and may retreat to the densely forested areas near the site of their surprise attacks. “Secondly, these terrorists have influenced some locals through money, invoking religious affinities or appealing to the minority instinct of the population of the Jammu region or simply by threatening them, to act as eyes and ears for them. “There is no doubt that all the terrorist attacks carried out in Poonch, Rajouri, Reasi or Kathua district involved some local elements who provided shelter, logistics and also conducted reconnaissance for the terrorists.

“From the June 9 attack on Hindu pilgrims in Reasi district to the recent July 8 ambush on army vehicles in Kathua's Badnota village, in which five soldiers were killed and five others injured, the presence of local sympathizers through guides and facilitators has been established,” the Intelligence officer said.

Given the determination and will of the army, security forces and local police collectively expressed by J&K DGP RR Swain, no terrorist ecosystem can sustain itself for long given its inherent anti-people and anti-peace agenda.
