Mumbai: The National Investigation Agency on Friday charged two men, including a Libya-based ISIS terrorist, for allegedly being part of a conspiracy to promote an anti-India agenda.

They had conspired to recruit vulnerable youth to carry out terror attacks on sensitive facilities across India, the counter-terrorism agency said in a statement.

"Mohammed Zoheb Khan, arrested by the NIA in February this year following searches at multiple locations, has been charged by the NIA along with Libya-based Mohammed Shoeb Khan with conspiracy to promote ISIS agenda against India," it said. .

The charge sheet, filed on Friday before a special NIA court here, names the duo as key conspirators in the ISIS terror conspiracy case related to the "linked module of global terror network Chhatrapati Sambhajinagar (Aurangabad), Maharashtra" .

Investigations into the case by the anti-terror agency have revealed a web of anti-India activities involving the two accused.

The NIA, which has been working to dismantle the network of ISIS modules in India, found that the two men had sworn allegiance to the self-proclaimed Khalifa of ISIS.

The accused, who had planned to flee to Afghanistan or Turkey after carrying out a series of terrorist attacks in India as part of the conspiracy, were also found to be actively involved in developing a website for the promotion of extremist ideology and violent ISIS. the statement said.

They planned to attract youth from all over the world into the fold of ISIS through the website, the NIA said.

Investigations further revealed that Mohammed Zoheb Khan, who was recruited by Mohammed Shoeb Khan, had created a WhatsApp group.

He had added more than 50 youth from the Aurangabad area to the group with the intention of radicalizing them and recruiting them to promote the nefarious activities of ISIS in India, the NIA said.

The accused had been sharing videos related to making explosives and making improvised explosive devices.

"They had also prepared a detailed action plan, which included planning, preparation and execution of terror attacks at multiple locations in India and actions to be taken after the execution of the attacks," he said.

NIA investigations had revealed that the accused had conspired to endanger India's security, its secular culture and values, and democratic systems of governance.
