Bengaluru, The Karnataka Cabinet on Thursday approved a new policy under which officials will face "consequences" for not following laws and giving wrong advice to the government, Law and Parliamentary Affairs Minister HK Patil said.

"The most salient features of the 'Law and Policy 2023' is to ensure that the benefit of the Constitution reaches the people in terms of living with dignity; the people should not be at the mercy of the government; the government should be at the service of the to ensure litigation-free villages; initiate directorate of legal education and establish lawyer training academy," Patil said.

Briefing reporters about the Cabinet decisions, he said: "It also talks about providing an enabling environment for professionals, new laws for better governance, changes in the government's litigation policy to avoid unnecessary litigation and strengthening the system to respect human rights.

It also provides for the implementation of a massive constitutional literacy program, so that the people are informed of their constitutional rights and exercise them effectively, the Minister also said, adding that "officials must respect the laws and regulations, they will be responsible for the consequences of not follow the laws and give wrong advice to the government.

Legal education will be strengthened and legal aid activities of law schools and institutions involved in legal education and training of NGOs will be coordinated to serve society, he said.

Pointing out the policy prescribing measures to make departments follow laws and rules, Patil said the Law Department is endeavoring to enact laws so that officials and staff of various departments are committed to implementing the laws and that those Those who do not implement them are punished.

"There are laws that do not specify responsibilities or sanctions, this gap will now be examined and appropriate measures will be adopted," he added.

In response to a question, the Minister said that the three new criminal laws were not discussed in the Council of Ministers. However, the state Department of Law and Parliamentary Affairs is now in the process of drafting the amendments.

"I think 23 to 25 amendments or additions are needed based on the report we have already submitted to the central government," he added.

To bring transparency in transfers of sub-registrars, Cabinet has approved the introduction of an advisory system, which will come into effect immediately. For first division assistants (FDA), the advice will become effective from next year.

It has also given administrative approval of Rs 2,000 crore for infrastructure development in 10 municipal corporations, under Mahatma Gandhi Nagar Vikas Yojana (MGNVY) 2.0.

The other decisions taken by the Cabinet include administrative approval of Rs 363.82 crore for the purchase of 840 BS-VI diesel buses for the Bengaluru Metropolitan Transport Corporation, approval of an estimated amount of Rs 84.58 crore for the purchase of utensils and furniture for Indira's kitchen-dining room, as well as According to the new menu, an estimate of Rs 256.15 million was approved for the construction of a 100-bed hospital in seven taluks: Anekal, Hospet, Khanapur, Nelamangala, Shirahatti, Shringeri and Yelanduru.
