The DGP has been asked to submit the ATR within three days.

“The National Commission for Women takes suo motu cognizance of allegations made by an army officer and his friend regarding abuse of custody by the Odisha police. A formal letter has been sent to the DGP requesting a report on actions carried out within 3 days. Urgent disciplinary action is expected,” NCW posted on its official handle ‘X’ on Thursday.

According to reports, the army officer, attached to the 22 Sikh regiment in Kolkata, and his friend had gone to the Bharatpur police station in Bhubaneswar to lodge a complaint against some miscreants over a road rage incident.

Meanwhile, the police officers asked the army officer to file a written complaint, but the army officer insisted that the police officers arrest the miscreants first and not wait for the written complaint. This apparently sparked an argument between the police, the army officer and his friend.

The army officer was allegedly beaten by police officers on duty, while three police officers dragged her friend into her cell and reportedly beat and sexually abused her at the police station.

The Bharatpur police alleged that the army officer and his friend misbehaved and attacked the policewomen on duty in the early hours of September 15. The army officer's friend also reportedly looted computers and other items inside the police station.

Later, the Bharatpur police arrested her friend by registering a case under various sections of Bharatiya Nyaya Samhita and referred her to the local court, while the army officer detained by the police was released after receiving a notice under section 35 (3) of Bharatiya Nagarik. Notably, following widespread backlash over the alleged police assault, DGP Khurania on Wednesday suspended five police officers - former IIC of Bharatpur Police Station Dinakrushna Mishra, Sub-Inspector Baisalini Panda, two ASI women, Salilamayee Sahoo and Sagarika Rath, and agent/1208 Balaram. Hansda from the same police station for serious misconduct.

The Odisha Crime Branch has also taken charge of investigating the case as per the directions of the DGP.
