New Delhi: The Narcotics Control Bureau on Friday appointed a new vigilance officer after the completion of the tenure of existing officer Gyaneshv Singh, the IPS officer who led a Special Investigation Team (SET) that nabbed its former Mumbai zonal director. The federal anti-narcotics agency appointed Deputy Director General (Special Wing) Neeraj Kumar Gupta, a 2005 batch Kerala cadre IPS officer, as its new Chief Vigilance Officer (CVO).

According to an official order, Gupta has been appointed as "part-time" CVO for three months.

Singh, a 1999 batch Indian Police Service officer of Himachal Pradesh cadre, is serving as DDG (Operations, Enforcement and Operational Control) at the NC headquarters here and was also designated as CVO for the last three years.The CVO, within the organization post, is empowered to investigate complaints made against officers and employees of the NCB which investigates high-profile and sensitive drug trafficking cases besides handling other vigilance and anti-corruption matters.

The report prepared by the CVO is sent to the Centra Vigilance Commission (CVC), Cadre Control Officers and others for further action.

Official sources said that Gupta has been appointed in place of Singh as per the official procedure of changing the CVO every three years.

He said Singh has written a letter to NCB Director General (DG) SN Pradhan, recusing himself from the post of CVO "fundamentally on two grounds - heavy duty engagement in the operations wing he heads and some allegations against him." It was found appropriate to appoint a new CVO as Singh's three-year tenure had ended and he himself had sought to be handed over full-time charge of the NCB Operations Directorate, which coordinates the agency's domestic and international operations.All its regional formations and other law enforcement agencies, sources said.

The operation wing headed by Singh recently busted India's biggest narcotics bust from the sea with the seizure of 3,300 kg of drugs off the Gujra coast in February and busted an international drugs smuggling racket allegedly led by Jafar Sadiq. The NCB SET led by Singh had found alleged lapses on the part of Wankhede and his team mainly in two matters – alleged irregularities in the conduct of drugs-on-cruise raids and violations under Central Civil Services (CCS rules).

The SET submitted this report to the Central Administrative Tribunal (CAT), which had held that Singh could not have been part of the investigation team constituted to probe the alleged procedural lapses by IRS officer Wankhede in connection with the Cordelia Cruise drugs case.

CAT had also rejected the review petition filed by the agency against this order.NCB Mumbai under Wankhede had arrested actor Shahrukh Khan's son Aryan Kha and some others on drugs charges after raiding a cruise in Mumbai in October 2021.

Another NCB officer DDG Sanjay Kumar Singh on Thursday got approval to continue voluntary retirement from service (VRS).

Sanjay Kumar Singh, a 1996-batch IPS officer of Odisha cadre, led the NCB's Special Investigation Team (SIT) which gave a clean chit to Aryan Kha and five others citing "lack of evidence" against them. The investigation conducted by NCB Mumbai headed by Wankhede in this case made headlines.

The officer (Sanjay Kumar Singh) is currently posted as DDG (South West and Southern Zone) and he is currently investigating Wankhede's role in two other investigations conducted by the NCB in Mumbai.He will leave the agency on April 30.
