The latest incident took place on Monday in Bagaha sub-division of West Champaran district, where a culvert collapsed in Sapahi village. The incident has disrupted normal life as the road is an important route for residents of 25 villages in three panchayats.

A culvert was constructed five years ago on the main road going from Sapahi to Belwa block. Due to continuous rain, the culvert and link road caved in.

Villagers claim that the recent collapse highlights the poor quality of development work done by the administration. It is being told that the road and culvert were repaired only two months ago.

The villagers have held the contractor and engineer responsible for the collapse and alleged irregularities and collusion between officials and the contractor. He has also lodged a complaint with the Block Development Officer (BDO) and Circle Officer (CO) of the area.

Due to the rising water level of Gandak river, there is a danger of flood in many areas of Bagaha.

This is the 14th case of bridge or culvert collapse in Bihar since June 18.
