Aizawl, Mizoram Government has ordered an inquiry into alleged irregularities in the examinations conducted by Mizoram Public Service Commission (MPSC).

An order issued by the state vigilance department said former chief secretary and former MPSC chairman M Lalmanzuala has been appointed to conduct a preliminary inquiry into alleged irregularities in the civil services examinations held last year.

Lalmanzuala has been asked to submit his report within seven days.

"Chief Minister Lalduhoma expressed his desire to investigate the veracity of the allegations in line with the existing standard operating procedures (SOPs and rules governing the conduct of such examinations)," the order on Monday said.

It said, “The allegations are not limited to misconduct under service law but also include violation of penal laws, which requires preliminary investigation to initiate timely action.,

The state's apex students' organization Mizo Ziralai Pawal (MZP) has launched an agitation at the MPSC office demanding the resignation of commission chairman J Ramathanga over irregularities.

MZP president H Lalthianghalima alleged that there were irregularities in the conduct of the joint competitive examination held in October last year as marks obtained by some candidates were found changed using correction fluid on answer sheets and tabulation sheets.

He said that MZP has also received a lot of complaints from students regarding their marks.

Chinkhanamanga Thomte, general secretary of the organisation, said that in the past the correctin fluid was rarely used and when the evaluator wanted to correct the marks already given, he would cross it out with a pen and give new marks. His signature or explanatory note below the marks.However, MPSC officials have claimed that there has been no change in the marks.

He said, generally, there is a three-tier evaluation of answer sheets and evaluators are not allowed to give marks on answer sheets other than tabular sheets.

However, sometimes, evaluators give marks on the answer sheets, which need to be erased or removed before handing over the answer sheets to the next evaluator, he said.

He said this has been done to ensure independent evaluation.

Officials said the marks given separately by the first and second evaluators on the tabulation sheet are compared by the third evaluator or scrutinizer, who allocates the final marks after making corrections if needed.After this, the final marks given by the invigilator are carefully checked in the MPSC office, after which the final tabulation is prepared.
