New Delhi: Delhi Urban Development Minister Saurabh Bhardwaj on Thursday directed Chief Secretary Naresh Kumar to conduct a third party audit by June 30 of the claims of agencies like PWD and MCD on desilting of drains.

The minister has also asked the Chief Secretary to submit the list of drains which have been cleaned by various departments of the Delhi government by June 10.

According to the order, in a review meeting on June 10 regarding the process of desilting, the Public Works Department (PWD) had claimed that out of the 2,156 km long drains, about 61 percent of the drains i.e. 1,293 km drains had been cleaned. Completely desilted. Similarly, the Municipal Corporation of Delhi (MCD) had also claimed that 87.14 per cent of the drains taken up under Phase-1 have been completely desilted.

Bhardwaj had sought a detailed list of desilted drains from PWD principal secretary A Anbarasu and MCD commissioner Gyanesh Bharti to verify the agencies' claims by June 11.

However, the data has not been provided till date, the order said.Highlighting the delay in providing information, Bhardwaj wrote, "As per the experience of last years, most of the desilting work is not completed on the ground while the reports are submitted on paper. Therefore, it is very important to verify the claims." The agencies will see whether silt has been removed from the drains at the ground level or not.

“It is with this intention that PWD and MCD were asked to provide a detailed list of all the drains which were completely desilted by 10.06.2024, so as to verify the claims of Anbarsu on the ground. “And Gyanesh Bharti and his respective departments,” the order said.

It said that till date no such report has been submitted to the office of the Urban Development Minister and cited the High Court's direction for third-party audit of all such works from independent agencies."It is hereby directed that all claims for desilting by agencies like PWD and MCD should be audited by third party independent agencies. It is also noteworthy that these claims should be made well before the arrival of monsoon in the city. This should be verified because once it rains in the city, the department will make the excuse that the drains have silted up due to recent rains, the order said.

Bhardwaj has asked the Chief Secretary to provide the list of desilted drains by June 10 and also to ensure that a third party audit of the desilting work is done by independent agencies before June 30.
