It proposes penitentiary segregation for various categories of prisoners and for their special needs, such as women, transgender people, people in lower proceedings, convicted persons, high-risk prisoners, habitual offenders, repeat prisoners, young offenders and civil prisoners.

Upon the death of an inmate in the prison, it will be mandatory for the doctor to record all relevant details and details of the case and the officer in charge will immediately report the death to the concerned deputy inspector general and the Director General. They will inform the National Human Rights Commission and other authorities.

The prison staff or officer, designated by the Superintendent, will examine everything taken into or out of the prison and may detain and search or cause to be searched any person suspected of having brought prohibited articles or taking any property belonging to the prison. prison. If any such items or property are found, the staff or correctional officer will immediately notify the officer in charge of the prison.

The Director General, the Special Inspector General or the Deputy Inspector General may take disciplinary action against any prison officer or staff for misconduct.

The Bill has proposed the power to arrest without a warrant in cases of assault and damage to property and any attempt to commit a cognizable charge which involves or may involve imminent danger to the life of any person engaged in committing any related work. to prisoners of prison officials and staff or any other person or prison property.

The Director-General will ensure that all prisons are regularly inspected by an officer of appropriate rank. The government will constitute a welfare fund for the welfare of all officers, staff and correctional services.

In a serious attempt to avoid an unholy nexus between prison staff and prisoners, the Bill has proposed that officials, staff and their families should not have any business dealings with prisoners or interest in prison contracts directly or indirectly. They will not accept any gifts from an inmate, from family or friends of inmates, or from a person who has any dealings with the prisons.

Likewise, it will be mandatory for prisoners to strictly follow the discipline rules. In case of violation, the officer in charge will have powers to impose punishment for committing prison offences, including unauthorized use or possession of wireless communication devices, mobile phones, electronic devices, trespass or attempted trespass, loitering in and around. prison facilities where entry is prohibited, unauthorized communication with any person outside the prison, smuggling or attempted smuggling of any prohibited item, engaging in or organizing anti-social activities such as gambling and betting and sexual harassment or sodomy

Under the bill, separate enclosures or rooms may be provided for women and transgender inmates, both men and trans women, and they will be given access to health care and correctional programs.
