In his plea, the petitioner, who has a small right hand and only three fingers on his right hand, said that he is capable of driving a vehicle and requested the court to direct the Joint Regional Transport Officer to at least evaluate him.

But the court asked: "How can you drive a vehicle when you are physically disabled?"

On his argument that allowing him to drive a modified vehicle after obtaining a license would be sufficient, the court asked him to first obtain a modified vehicle.

"Do you have a modified vehicle? If you have a modified vehicle, a license can be restricted so that you can only drive this modified vehicle. Today you get the license, you can drive any other vehicle such as a BMW ... and hit someone on the road," it said in reference to some recent high-profile accidents.

The court also said that physical fitness certificate is required, adding that it is not convinced and that it cannot amend the law to suit the petitioner who is a disabled person.
