Now 72, Mathews, who had taken voluntary retirement from service in 2011, was later appointed Chief Information Officer.

While in the service, he led investigation teams in several cases that made headlines including the now infamous ISRO spying case, the Kalluvathukal liquor tragedy in which 33 people died in 2000 and a few others.

The petitioner in the case, who approached the High Court seeking registration of FIR, is retired Deputy Superintendent of Police K. ISRO espionage case.

Joshua had earlier lodged a complaint with a local police station and the district police chief in the state capital.

When he did not receive a "favourable" response, the petitioner approached the High Court, which asked the concerned authorities to consider the complaint.

The court, after hearing all the parties, directed the police to register an FIR in compliance with the Lalita Kumari judgment and conduct a thorough investigation.
