“All Palestinians in Gaza will pay the price for what has happened,” Madboul said.

Israel's response to the massacre, in which more than 1,200 people were killed and hundreds more taken hostage, was "incredible," he told a conference organized by the World Economic Forum (WEF) in Riyadh on Monday.

More than 80 percent of health facilities in Gaza have been destroyed, he said, while "an estimated 7,000 [people] are buried under debris."

The prime minister said it would take "decades" for Gaza to recover.

On Sunday, the Hamas-controlled health authority put the number of people killed in the Gaza Strip since the war began at 34,454. The figures it publishes make no distinction between civilians and terrorists and are almost impossible to verify independently.

The WEF conference being held in the Saudi Arabian capital focuses on health, environment and finance, among other topics. Several Western and Arab foreign ministers were to meet on the sidelines of the conference to discuss the Gaza war.
