India Cellular and Electronics Association (ICEA) said the Department of Revenue's circular on interpretation of display assembly based on the recommendation of the Ministry of Electronics and IT will send a positive message to all investors - Indian and global.

Mobile manufacturing first came forward and adopted the Phased Manufacturing Program (PMP) to create manufacturing capabilities in the country and enhance domestic value addition.

According to the PMP, basic customs duty (BCD) on display assemblies was imposed on October 1, 2020 and certain parts of display assemblies were exempted.

The latest circular display resolves the ambiguity and interpretation challenges for assembly that have plagued the mobile industry for the past two years.

It provides a comprehensive list of parts and components – such as touch panel, cover glass, brightness enhancing film, indicator guide light, reflector, LED backlight and polarizer, etc. – that constitute a mobile phone's display assembly and display. Let us remove ambiguity regarding. Assembly.

According to the circular, "If the following items are manufactured, embedded, fitted or attached with the display assembly of a cellular mobile phone, the benefit of BCD treatment provided to the display assembly will not be available to such assembly."

“This circular is a great relief to the industry and will avoid unnecessary litigation. ICEA thanks the Ministry of Electronics and IT and the Prime Minister's Office for taking the lead in finding a solution to this challenge,” said Pankaj Mohindroo, President of ICEA.

"We also deeply appreciate that the Department of Revenue has acknowledged and understood the important issue," he said.

This step will help the country realize its dream of $500 billion manufacturing by 2030.
