According to the Ministry of Finance, the loan will help consolidate and strengthen the preparedness of India's healthcare system and its ability to respond to future pandemics.

The loan agreement 'Strengthened and Measurable Actions Program for Resilient and Transformative Health Systems (Sub-Schedule 1)' was signed on Tuesday by Juhi Mukherjee, Joint Secretary, Department of Economic Affairs, Ministry of Finance, on behalf of the Government of India and Mio Oka. , National Director of the ADB Resident Mission in India for the ADB.

According to the ministry, the ADB program will help the government's current efforts to further strengthen disease surveillance, ensure the sufficiency and quality of health professionals, and promote climate-resilient public health infrastructure and service delivery. .

"Through this policy-based loan, ADB will help the government fill gaps in governance, political, legislative and institutional structures and contribute to India's goal of providing universal access to quality and affordable healthcare services. to strengthen preparation and response to the pandemic." said World Bank official Mio Oka.

The ministry also added that the program will build on important government plans and initiatives, including the National Health Policy 2017, Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), National One Health Mission and government efforts to strengthen human resources. for health (HR).

Reform areas targeted through the program include strengthening disease surveillance and multisectoral response, strengthening human resources for health, and scaling up climate-resilient public health infrastructure and innovative service delivery.

The program will also strengthen disease surveillance systems to respond effectively to public health threats by establishing networks of laboratories for infectious disease surveillance at the state, union and metropolitan levels, and building robust data systems to monitor and coordinate national health programs for the poor. women and other vulnerable groups.

It will improve the governance of the One Health India approach and its multi-sectoral response to emerging infectious diseases.

The ADB will support policy reforms that ensure adequate and competent health professionals and workers. This includes legislation that will regulate and maintain standards of education, services and professional conduct of nurses, midwives, allied workers and physicians.

The ministry said the program will help run integrated public health laboratories in five states and district critical care hospital blocks to improve services for infectious diseases and critical illnesses. It will assist the cross-sector governing body and multi-sector task force in establishing green and climate-resilient healthcare facilities. Innovative solutions for service delivery would also be supported.
