The petitioner submitted that the RCA, which is a free coaching program for civil services aspirants, caters only to women and minority or SC, S communities while arbitrarily excluding other deprived categories.

A bench headed by Acting Chief Justice Manmohan observed that petitioner Satyam Singh, a law student, had approached the court directly without any prior representation and sought to adjudicate on the issue raised in the PIL by treating the issue raised in the PIL as a representation from the university. The bench, which also included Justice Manmeet PS Arora, said, "This court disposes of the present writ petition and directs respondent no. 1 (JMI) to treat it as a representation and take a decision in four weeks as per law." Gives."

During the hearing, the court orally said that people of OBC and EWS category are also backward and they should be given the benefit of free coaching.

The petitioner, represented by senior advocate Sanjay Poddar and advocates Akash Bajpai and Ayush Saxena, said in the plea that the current admission policy of RCA is arbitrary and discriminates against OBC and EWS students, who have limited financial means and are eligible for free admission. “Limited financial means or financial constraint is not a criteria for admission (100 seats) to the free coaching program conducted by the Residentia Coaching Academy of respondent No. 1.

"Students coming from Minority/SC/ST/Women category, irrespective of whether they are economically well off, can get admission in the free coaching program established and funded by respondent No. 3, while the EWS and OBC (Non-Creamy Layer) "Students who have limited financial means and are eligible to be admitted to RCA are also excluded from applying to the Residential Coaching Academy," the petitioner said.

The plea further said that the guidelines issued by the UGC for the coaching scheme include OBC students as well as EWS students and hence the RCA, which is funded by the UGC, cannot discriminate against them.
