Baba's vehicle was passing.

The FIR apparently gave a clean chit to the police and the administration, saying they did their best with the available resources.

'Mukhya sevadar' Devprakash Madhukar and other organizers have been named in the first information report (FIR) lodged at Sikandara Rao police station on Tuesday night, a senior officer said.

The FIR has been registered under sections 105 (culpable homicide not amounting to murder) of Bharatiya Nyaya Sanhita, 110 (attempt to commit culpable homicide), 126 (2) (wrongful restraint), 223 (disobedience to order duly promulgated by the public servant). ), 238 (causing evidence to disappear), the officer said.

In his FIR, complainant Brijesh Pandey said that the baba 'satsang' program was organized between Fulrai and Mugalgarhi on GT highway in Sikandarrau area by Devprakash Madhukar and others on Tuesday.

The organizers asked for permission for about 80,000 people, for which the police and administration made arrangements.

However, more than 2.5 lakh people gathered at the event. By not following the permit conditions, GT Road witnessed traffic jam and police and administrative officials were working to clear it, the FIR said.

Meanwhile, Baba, who was the main speaker of the satsang, left around 2 pm in his vehicle and the devotees started collecting mud from there.

Due to the great rush of devotees, those who were lying down (for taking up the mud) began to be trampled.

Those who ran from the scene were stopped by Baba's stick-wielding aides on the other side of a meter-deep field filled with water and mud that crushed women, children and men, he said.

Despite pressure from the crowd, police and administration officials did their best and sent the injured with available resources to hospitals, the FIR said, adding that the organizers and 'sevadars' did not cooperate.

The organizers tried to hide the actual number of people who attended the event by hiding evidence and throwing slippers and other belongings of the devotees into crops in the nearby fields, the FIR said.
