Chandigarh, Haryana Town and Country Planning Minister J. P. Dalal on Tuesday announced that the state government has allowed four-storey (S+4) stilt construction in the state.

This permit is extended to former colonies with certain conditions. This decision of the government is expected to significantly benefit the general public, he said.

The S+4 construction permit will be granted without conditions for residential lots in neighborhoods/sectors where the layout plan with four housing units per lot is approved, according to an official statement.

Additionally, in the already licensed Deen Dayal Upadhyay Jan Awas Yojana colonies, where the service plan for four housing units per plot is approved/revised, permission will also be granted for S+4 constructions.

In particular, after more than a year of ban, the new decision regarding stilt plus four floors is based on the recommendations of an expert committee. The policy for stilt houses of four stories and more on residential plots was suspended 16 months ago.

Last year, the government informed the Assembly that permission had been granted to construct four-storey houses with parking on stilts in Haryana Shehri Vikas Pradhikaran (HSVP) sectors. But some complaints were received, following which the government formed a committee to investigate the matter.

Dalal said that in the colonies and sectors where the layout plan with three housing units per plot is approved, S+4 construction will be allowed with certain conditions for residential plots that have access from a road of 10 meters or more.

In such neighborhoods, if a person wishes to build S+4, a mutual consent agreement is required to be submitted with all owners of adjoining parcels, except those who have already obtained S+4 approval or a side setback is maintained. 1.8 meters (on all floors) from adjacent plots.

However, the government has provided that if the adjoining landowners do not give their consent for the construction of S+4, they themselves will not be eligible for the construction of S+4 in the future.

Dalal clarified that if a plot already has permission for three floors and a basement and now S+4 construction is allowed, then neither basement construction nor loading on the common wall will be allowed.

However, in such cases, construction of basements and loading on the common wall will be allowed with the mutual consent of the owners of neighboring plots.

Furthermore, if the entire row of residential plots is constructed at once for building plan approval and construction, permission to construct the common wall will be granted. In no case will the construction of basements be allowed on plots less than 10 meters wide and 250 square meters in area, he stated.

He claimed that various agencies have collected Rs 1,178.95 crore in lieu of S+4 approvals, including Rs 689.8 crore from the Department of Town and Country Planning.

This amount will be used to improve infrastructure in all sectors/colonies, he said.

He said the department will establish a portal to address issues related to S+4 matters and make public various information including permits related to S+4 flats from time to time.

He mentioned that to eliminate the practice of covering the pile area, in the future, when approving construction plans or granting occupancy certificates, a condition will be made that if the pile area is fully or partially covered, the Approval of the construction plan or certificate of occupancy will be considered withdrawn.
