New Delhi: Amid allegations and counter-allegations between AAP and BJP on the issue of mass transfer of teachers, Delhi BJP leader Arvinder Singh Lovely on Tuesday attacked the Kejriwal government and said that it is the responsibility of the Education Minister to prepare the transfer policy.

Former Delhi government minister Lovely said, the Director of Education has the power to make transfers but the power to make transfer policy lies with the Education Minister.

Transfer orders relating to over 5000 teachers who have completed 10 years in the same school have been put on hold following the intervention of Delhi Lieutenant Governor VK Saxena.

“Unless the minister makes a policy, how can the director of education issue transfer orders for teachers,” Lovely said.

He alleged that the Kejriwal government, which talks about education revolution, has closed 177 educational institutions in the last five years.

He claimed that this year 2,80,000 children appeared for the Class 9 exam, out of which 1,05,000 were failed so that the Class 10 results could look better next year.

Responding to Lovely's allegation, AAP shared a purported letter from the Chief Secretary to the Education Minister and said, "With regard to Arvinder Singh Lovely's allegations, the CS had made it clear that the Central Government has control over the services."

The Services Department is responsible for transfers and postings of Delhi Government officials.

"The legal position is duly settled that executive powers in the services, including vigilance matters, are vested with the Central Government," the letter shared by AAP said.
