New Delhi [India], In response to the recent decision of the University Grants Commission (UGC) to allow biennial admissions in universities, Jamia Millia Islamia (JMI) Acting Vice-Chancellor Professor Mohammad Shakeel on Wednesday stressed the need for procedural compliance and Institutional approval before any implementation.

Professor Shakeel said, “The matter will be placed in the upcoming Executive Council meeting and instructions will be obtained from the respected members of the Executive Council to move ahead with the announcement made by the UGC regarding admissions twice a year.”

He further indicated that there is a possibility of considering this biennial admission option for the PhD programme. However, he underlined the need to obtain approval from both the Academic Council and the Executive Council before finalizing any such decision.

Professor Shakeel said, “The Vice Chancellor cannot implement what the UGC says on his own.They will have to obtain approval from the statutory bodies of the university."

This statement reflects JMI's commitment to maintain adherence to its established governance processes while exploring new academic policies introduced by the UGC.

At present, UGC regulations permit Higher Education Institutions (HEIs) to admit students in one academic session in a year starting from July/August. An 'academic session' is of 12 months, starting in July/August.

The UGC in its 571st Commission held on July 25, 2023, had decided to allow biennial admissions under Open and Distance Learning (ODL) and online mode in January and July during an academic year.According to the information provided by HEIs on the UGC DEB portal, a total of 19,73,056 students were enrolled in July 2022 and an additional 4,28,854 students joined ODL and online programs in January 2023.
