“The Committee is working to prepare draft guidelines under the Consumer Protection Act, 2019 to protect consumers from unfair commercial communications. We believe that these guidelines, once notified, will address the menace of UCC. The Telecom Regulatory Authority of India (TRAI) in 2018 enacted the Telecom Commercial Communication Customer Preference Regulation (TCCCPR) to address the menace of annoying communications.

TCCCPR introduced Blockchain-Distributed Ledger Technology (DLT) to provide the best possible solution to curb UCC.

“Under TCCCPR, the industry has developed various modules on the DL framework, which have been largely successful given the significant decline in the volume of UCC generated from SMS over the last few years. However, UCC from voice calls is still an issue. Is.The regulator and the TSP are working together for a solution,” Kochhar said.

He also said that telecom operators are currently working on bringing some new models to address the issue of UCC through voice calls.

"The government has allocated 140 series for promotional voice calls and now earmarked 160 series for transactional and service voice calls. The module is being worked out under discussion between all telecom service providers (TSPs) and technology partners And will be designed and implemented by TSP in the coming months,” Kochhar said.COAI said the Digital Consent Acquisition (DCA) framework is an important module developed by TSPs, which requires PEs like banks, financial institutions and real estate agencies to obtain explicit consent digitally from users for sending commercial/business communications. .
