New Delhi: The Enforcement Directorate (ED) on Thursday said it has made another arrest after detaining a former treasurer of the state Rice Millers Association in the alleged Rs 175 crore Chhattisgarh rice milling scam case.

On Wednesday, Roshan Chandrakar, a rice miller based in Kurud in Dhamtari district, was arrested.

"He was the Treasurer of the State Rice Millers Association during the Khari Marketing Season 2021-22. During this tenure, an organized system of collecting illegal bribes from rice millers was being operated," the Centra agency alleged in a statement.

Last month, ED had arrested Manoj Soni, former managing director of Chhattisgarh Markfe, in this case.The money laundering case stems from a charge sheet by the Income Tax Department, where it was alleged that officials of the Chhattisgarh Rice Millers Association "colluded" with officials of the State Marketing Federation Limited (Markfed) and misused a special " Conspiracy was hatched. It said that till the Kharif year 2021-22, a special incentive of Rs 40 per quintal was given by the state government to rice millers for custom milling of paddy and this amount was "significantly" increased to Rs 120 per quintal. . The payment was made in two installments of Rs 60 each, the agency said.

The ED claimed that officials of the Chhattisgarh State Rice Millers Association, led by its treasurer Chandrakar, started collecting bribes of Rs 20 per installment for each quintal of paddy from rice millers.It said details of rice millers who paid the cash amount were sent by the District Rice Millers Association to the District Marketing Officer (concerned DMO).

“On receipt of the bills of the rice millers, the DMO checked the details received from the concerned District Rice Millers Association and this information was forwarded to the head office of Markfed.”

“The bills of only those rice millers who have paid cash to the association have been cleared for payment by the MD, Markfed,” it said.

The ED said that the District Rice Millers Association used to collect bribe money from rice millers and forward it to Chandrakar or his people.

A "kickback" of over Rs 100 crore was generated after the special incentive was increased from Rs 40 to Rs 120 per quintal, which was organized with Chandrakar's assistance.
