New Delhi: A special CBI court in Lucknow on Wednesday sentenced a man to life imprisonment for killing two medical directors of the Uttar Pradesh family welfare department in 2010 and 2011, officials said.

The court also imposed a fine of Rs 58,000 on convict Anand Prakash Tiwari, hired by Y S Sachan, then deputy marketing director of UP family welfare department. Two other accused in the case, Vinod Sharma and R K Verma, were acquitted by the court for lack of evidence.

The CBI had claimed that several issues related to alleged expenditure of NRHM funds were the motive behind the murders.

Chief medical officers VK Arya and B P Singh died while taking a morning walk in Lucknow's posh Gomti Nagar area in 2010 and 2011, respectively. They were shot to death by bicycle assailants six months apart: on October 27, 2010 and April 2, 2011.

It was alleged that Sachan had hired "hired killers", including Anand Prakash Tiwari, to eliminate Arya and Singh, a CBI spokesperson said in a statement.

"In both cases, the local police investigation found the involvement of Y S Sachan. However, he was not charged with his death during the investigation," the statement said.

Sachan was found dead in the bathroom of Lucknow prison on June 22, 2011, with deep cuts on his hand. The CBI, which investigated his death, had submitted a final report alleging that he had committed suicide.

The agency had said that although there were deep cuts, "there were no wounds in inaccessible parts" and there were no cuts on his clothing.

During the course of an investigation into the murders of the two CMOs, the CBI examined 45 prosecution witnesses, produced several documents and questioned four defense witnesses.

After filing the charge sheet in 2012, the CBI said, "Sachan conspired with others and hired two shooters through a contractor, all based in Uttar Pradesh."

"The accused became emboldened after the murder of VK Arya as the real murderers were not detected by the local police at the relevant time and indulged in the second murder. The murderers used the same weapons in both the murders," the CBI in a statement. statement.

The CBI investigation into these cases revealed that the motive behind the murder of Arya and B P Singh was due to various issues related to the alleged expenditure of NRHM funds, he said.
