"The initiative reportedly includes the dissemination of guarantee cards to households across India, which reportedly includes QR codes, punched application forms and declaration forms," ​​the BJP said in its representation to the ECI.

The party argued that "allowing such practices openly contradicts the principles of free and fair elections, and sets a precedent where only registered political supporters can be entitled to government schemes and not the rest".

Citing the Model Code of Conduct and the Indian Penal Code, the BJP told the Election Commission that this practice falls under corrupt practices and bribery and strict action should be taken in this matter under relevant laws.

The BJP accused the Congress and its leaders of committing similar "immoral and illegal" acts in the past.

"During the Rajasthan Assembly elections in 2023, the Congress had run a similar surrogate campaign to bribe and mislead voters and the Election Commission had taken a serious view of the matter," the BJP told the poll panel.

It further said that an unsuspecting voter may feel as if such 'gifts' would actually be handed over to him and hence this amounts to inducement which I believe is clearly prohibited under the laws of the country including the Model Code of Conduct Is.The BJP said this practice destroys the sanctity of the electoral process and undermines the fundamental principles of democracy.
