Guwahati (Assam) [India], Assam Public Health Engineering Department (PHED) Minister Jayanta Mallabaruah reviewed the progress of Jal Jeevan Mission, Assam, during a two-day workshop held at the Administrative Staff College of Assam in Guwahati on June 27 and 28, which were attended by CEO Zila Parishads, Additional District Commissioner JJM and engineers from Public Health Engineering Department.

Addressing the workshop, Jayanta Mallabaruah urged officials working on the ground to focus on ensuring the functionality of the plans delivered to the community under the Mission.

Jayanta Mallabaruah, directed officials to also prioritize community ownership development of water supply plans developed and delivered to the community under the Mission.

Special Chief Secretary Syedain Abbasi also addressed the gathering at the workshop and asked the officials present to prioritize the operation and maintenance of the scheme.

Delivering the keynote address, Mission Director, Jal Jeevan Mission Assam, Kailash Karthik N highlighted the innovations and initiative undertaken by JJM Assam such as GIS Mapping, JJM Brain, etc.

He also highlighted the challenges faced by the Jal Jeevan Mission during the implementation of the Mission. He urged all stakeholders present at the workshop to address the issues on the ground for smooth implementation of the plans for the benefit of the common people.

Additionally, a Memorandum of Understanding (MoU) between JJM and Arghyam, a Bengaluru-based charitable foundation, was also signed in the presence of the PHED Minister.

The MoU, which was signed for a period of two years, aims to leverage Arghyam's expertise in building digital public infrastructure and artificial intelligence to support the implementation of the JJM in Assam.

The workshop was attended by Diganta Kumar Baruah, Special Secretary, PHED, Dharmakanta Mili, Additional Mission Director (N/T), Gayatri Bhattacharyya, Chief Engineer (Water), Nipendra Kumar Sarma, Chief Engineer (Sanitation), Bijit Dutta, Additional Chief Engineer (Technical), PHED, Biraj Baruah, Deputy Mission Director, Nandita Hazarika, Deputy Mission Director and other senior officials of the Public Health Engineering Department.

The two-day workshop addressed various aspects of JJM and the challenges faced by engineers in executing water supply schemes were discussed and debated.

All the Engineers who lead the divisions participated in this Conference, along with other senior engineers from the Circles and zones.

The Conference discussed various issues of interest regarding proper implementation and management of water supply schemes and sanitation initiatives in Assam. Some of the topics included execution challenges in JJM schemes and solutions, O&M policies and operational manuals, poor performing contractors under JJM, saturation planning, Har Ghar certification, financial issues and their resolution, sustainability of schemes. JJM and the way forward.

It is worth mentioning here that Jal Jeevan Mission was launched by the Prime Minister of India to ensure supply of drinking water to all rural households, ensuring a minimum of 55 liters per capita per day, confirming the BIS: 10500 standard.

Assam has already provided 56,98,517 Functional Home Tap Connections (FHTC) to 79.62 per cent rural households in the state. Jal Jeevan Mission Assam has implemented a number of initiatives to expedite the process of achieving the target of 100 per cent FHTC in the rural areas of the state through various supporting activities like Jal Doot - school student participation, CLF participation/ SHG. under ASRLM such as field level support agencies, training of various stakeholders such as water user committees and Panchayati Raj institutions. JJM Assam has also signed an MoU with NHM Assam to take help from ASHAs to spread the message of sustainability of the schemes and ensure participation of beneficiaries in operation and maintenance of water supply systems.
