New Delhi: The National Investigation Agency (NIA) on Wednesday filed a chargesheet against ULFA-I chief Paresh Baruah and five others for conspiring to target army camps as part of an anti-India agenda, the central agency said.

He has been charged with various criminal offenses in a 2023 case related to a terror attack on an army camp by a banned terrorist organization in Assam, the NIA said in a statement.

"The Myanmar-based United Liberation Front of Asom-Independent (ULFA-I), a terrorist organisation, had conspired and planned to carry out the attack in which two motorcycle-riding youths hurled two grenades at the arm camp on 22 November. Kakopathar in Tinsukia district of Assam on the evening of 2023,” it said.

The investigating agency said no one was injured in the attack, which was part of a larger conspiracy to kill or injure army personnel through a series of grenade attacks on army camps across the state.“In its chargesheet filed today before the NIA special court, Guwahati, the agency has named self-styled (SS) chief of the banned organization Paresh Barua along with SS Brigadier Arunudoy Dohutia, SS 2nd Lieutenant Saurav Asom, SS Captain Abhijit Gogoi. alias Aisheng Asom and two others identified as Parag Bora and Bejoy Moran are the key conspirators and executioners of the attack.”

Parag and Bijoy were arrested from Tinsukia district in early December last year, while the other accused are absconding.

The charge sheet, which has exposed a deep-rooted conspiracy hatched by the top leadership of ULFA-I "from across the international border", has been filed under relevant sections of the Indian Penal Code, Unlawful Activities (Prevention) Act and Explosive Substances Act, . NIA said.

Through the charge sheet, a terror network of recruitment, training camps and carrying out terrorist attacks has been revealed as part of a conspiracy aimed at the nefarious, anti-India separatist agenda of the banned organisation.The statement said that investigation by the NIA, which had earlier taken over the case from Assam Police, has revealed that Paresh Baruah alias Paresh Asom and Arunoday Dohutia alias Arunoday Asom alias Iqbal alias Ramya Mech alias Bijit Gogoi had hatched the conspiracy.

It said the duo had recruited Suresh Gogoi alias Saurav Asom and another cadre to carry out several terrorist attacks on military camps in Assam.

The NIA said it was further found that Abhijit Gogoi alias Kanak Gogoi alias Rummel Aso alias Aicheng Asom alias Aishang Asom had coordinated the entire planning, preparation and execution of the attack.

It said he had conspired with Bijoy Moran alias Ipul alias Gandhi, an overground worker (OGW) of ULFA-I and recruited local youth to help carry out the terrorist attack.

According to the NIA investigation, ULFA-I was using social media platforms to recruit vulnerable youth into the organization, after which they were trained for terrorist activities.The anti-terrorism probe agency said the banned organization was involved in planning and executing terrorist attacks to further its extremist and separatist ideology.

The investigation is ongoing to identify other conspirators and associates of the accused involved in the attack and expose the entire terrorist network.
