The state government has appointed former state director general of police Surajit Kar Purakayastha to head the initiative, according to a note handed over by chief secretary Manoj Pant to Health Secretary Narayan Swarup Nigam on Thursday, a copy of which is available at IANS.

"All stakeholders should provide necessary cooperation in this regard," the note said.

According to the note, adequate availability of service rooms, bathrooms, television cameras and drinking water facilities must be guaranteed in health centers. Work in this regard must be completed as soon as possible.

All medical colleges, hospitals and other healthcare institutions should be informed to ensure implementation of these measures in consultation with all stakeholders, the note said.

According to the note, it has also been decided that the department should make committees, including internal complaints committees, fully operational.

"It should be ensured that an adequate number of police and security personnel along with female police and security personnel are deployed at each health facility in consultation with the state Home Department. It should also be ensured that local law enforcement authorities deploy mobile teams for surveillance, especially during night hours," the chief secretary's note said.

"It should be ensured that Centralized Helpline No. is implemented to ensure the safety of healthcare personnel. These helplines should also be made available at all healthcare facilities as soon as possible. An alarm system should be installed with panic call button along with access control systems to be put into operation in all health centers as soon as possible," it reads.

It has also been decided that immediate steps should be taken to fill the vacant posts of GDA doctors, nurses and technicians, among others. "A robust grievance redressal system should be developed to promptly address grievances and complaints from all stakeholders including patients and patient parties," the note said.
