New Delhi: Public procurement portal GeM is working on a proposal to bring job contracts on the platform to further expand its reach, a senior official said on Thursday.

Currently, only suppliers of goods and services are registered on the Government e-Marketplace (GeM) portal, which was launched in 2016 for online purchase of goods and services by all central government ministries and departments. It is mandatory for them to purchase goods and services from the portal.

The works include the construction of roads and buildings, and the establishment of large plants and other facilities. Currently, the facility to contract these works is not available on the GeM platform.

"We are holding consultations with stakeholders on this. The last round will be next week and then we will send the proposal to the commerce ministry for further progress," GeM director general P K Singh told reporters.

He said the portal is now in a position to address this issue and will also help boost procurement.

It is likely that the platform will suggest the implementation of this new feature in a gradual and non-mandatory manner.

Of the total public procurement figures worldwide, around 90 percent are employment contracts.

Currently, large contractors carrying out these works are not listed on the GeM portal. Allowing the procurement of these works would make the platform a national procurement portal for all types of purchases by states, centers and government agencies.

After seeking views of all stakeholders, including states and central governments, GeM would approach the center for further action.

Earlier, GeM issued an approach document for consultations with stakeholders on exploring an enabling approach for procurement of works in GeM in line with the mandate of the Unified Procurement System.

GeM carried out a detailed analysis of tender documents used by public works departments of some states, ministries and central agencies.

As procurement of goods and services through GeM will cross Rs 1.24 lakh crore in the first quarter of 2024-25, the platform will become the largest in the world by the end of this fiscal year, Singh said.

He said that at this rate it will become the largest platform in the world.

South Korea's KONEPS is the largest such platform in the world. GeM occupies the second position. It is followed by GeBIZ from Singapore.

GeM has over 1.5 lakh government buyers and over 62 lakh sellers and service providers offering a wide range of products and services.

Currently, government departments, ministries, public sector units, state governments and central armed police forces can carry out transactions through this portal.

The portal offers a wide range of products, from office supplies to vehicles. Automobiles, computers and office furniture are some of the main product categories.

Services are listed on the portal, including transportation, contracting helicopter services, logistics, waste management, webcasting and analytics.
