In New Delhi [India], Andhra Pradesh Chief Minister Chandrababu Naidu said his government will implement the 'P4 Development Model' in his state, in which 'P4' stands for 'Public, Private, People and Partnership'.

"We have decided to conduct skill census instead of caste census in the state. We have discussed and approved it in the Cabinet. We will soon release all the guidelines for converting human resources into capital investments. The objective is to create wealth. We will provide Skill-based employment with short, medium and long-term goals We will collect the skills of each family and invest in their strengths... Each family becomes an aspiring entrepreneur, thereby increasing the per capita income of each family. Instead of the PPP model, we want to implement the P4 system. Those who are in the richest position will help those who are at the bottom,” the Chief Minister explained.
