The opposition in Thiruvananthapuram, Kerala on Friday staged a walkout after Speaker AN Shamseer refused to allow notice of an adjournment motion on charges against senior Left leader and Khadi Board vice-chairman P Jayarajan.

When the opposition moved the motion, state Parliamentary Affairs Minister MB Rajesh objected to it, citing Rule 52 (5) of the Rules of Procedure and Conduct of Business in the Kerala Assembly.

Citing the rule, the minister said the motion shall not contain arguments, conjectures, sarcastic expressions, allegations or defamatory statements, nor shall it refer to the conduct or character of persons except in their official or public capacity.

“The notice is based only on conjectures and allegations amounting to defamatory statements,” Rajesh said.

The Chairman also confirmed this and said that the notice does not relate to matters relating to the conduct of the Vice Chairman of the Khadi Board in his official or public capacity.

Reacting sharply to the refusal, opposition leader VD Satheesan said the government was not allowing the opposition to discuss any matter that might affect the ruling bench.

Satheesan said, "This is a new trend. When the government or ministers become accused under various charges, it will not be discussed in the House. We express our strong protest."

The opposition leader was referring to various alleged claims made by a former CPI(M) Kannur district committee member against Jayarajan.

He said that there have been shocking revelations against Jayarajan.

"This is a revelation that shows the political patronage given to criminal activities in the state. There are many criminal activities involved in this," Satheesan alleged.
