New Delhi [India], Ministry of Housing and Urban Affairs (MoHUA) launched the third quarter (Q3) of the ninth edition of Swachh Survekshan 2024. The third phase of the survey will focus on assessing the entire management value chain of waste into Bulk Waste Generators (BWG), reads a press release from the Ministry of Housing and Urban Affairs.

The comprehensive Swachh Survekshan study comprises assessments in four quarters. The first two include telephone comments from citizens on various parameters of the city's cleanliness; the third quarter focuses on the evaluation of processing facilities; and the fourth quarter highlights the field evaluation of all indicators.

Urban India generates around 150,000 tonnes of waste per day. A considerable increase in municipal solid waste can be observed due to increasing urbanization and changes in lifestyle. According to the MoHUA, an estimated 30 to 40 percent of a city's waste is generated by BWG, the statement said.

The Solid Waste Management (SWM) Rules 2016 define BWG as entities with an average waste generation rate of more than 100 kg per day, including all waste streams. The standard aims to reduce the financial and management burden on urban local bodies (ULBs), restrict the entry of waste into landfills and reduce air, soil and groundwater pollution, as well as the city's carbon footprint. .

Bulk waste generators such as residential and commercial complexes, central government, ministries, public sector companies and private bodies, as well as social infrastructures such as hotels, universities, railway and bus stations and airports, must separate waste at source and ensure scientific processing. of biodegradable waste to produce manure and biogas by installing composting units in its facilities. The BWGs will store construction and demolition (C&D) waste separately, according to the release.

Given their significant share in total waste generation, the actions of BWGs play a crucial role in determining the future of Swachh Bharat Mission-Urban 2.0, which aims to make cities litter-free.

As part of ongoing efforts to build capacities of urban local bodies in various implementation components of Swachh Bharat Mission-Urban, the third quarter of Swachh Survekshan 2024 will begin on July 5 to validate all aspects of waste management, including, among others. for the collection, transportation, processing and final disposal of waste generated by the BWGs within the jurisdiction of the ULB, the statement said.

Swachh Survekshan 2024 Q4, spanning four quarters, is expected to be released between September and October 2024.
