The petition was filed by BJP leader C Selvakumar who is the president of BJP's Virudhunagar I wing.

The first division bench of Chief Justice Sanjay V. Gangapurwala and Justice Satya Narayan Prasad on Monday said that it appears that the petition has been filed only for publicity purposes.

The Chief Justice, while disposing of the writ petition, said that the ECI and the police will naturally take necessary action and the petitioners cannot treat the High Court as a "post office".

Justice Sanjay Gangapurwala said, "The High Court is not a post office where petitions can be filed seeking all kinds of directions while the authorities concerned are bound to act on the complaints before them."

Petitioner C Selvakumar said Congress party cadres had issued guarantee cards to voters with a list of post-poll benefits and had obtained their names and phone numbers.

They claimed that those guarantee cards were issued without proper authorisation.

Virudhunagar police had registered a First Information Report under sections 171E (bribery) and 188 (disobedience to order duly promulgated by a public servant) of the Indian Penal Code on April 14, 2024, based on the complaint of the petitioner.

Selvakumar had said that he had filed an online complaint with the ECI on April 14.

He sought a direction from the court to the Commission to consider his representation and disqualify Manickam Tagore from contesting the elections from Virudhunagar parliamentary constituency.
