In his note to the Chief Secretary, L-G Saxena said, “I have taken a very strict stance in this matter. Although this is a devolved subject, in the larger public interest, I have been forced to step in due to the lack of seriousness on the part of the officers entrusted with these responsibilities. The ACB probe will assess how many nursing homes are functioning without valid registration and whether those with valid registration are complying with the norms prescribed under the Delhi Nursing Home Registration Act 1953 and the rules made thereunder.

Pointing out that the incident has raised a serious question mark on the responsibility of the minister in a matter directly related to the health and lives of the residents of Delhi, the Lieutenant Governor said, “Even after such a huge tragedy, which should have awakened the conscience of the people " Political leadership, I am disappointed that the Chief Minister and ministers have only pretended and pretended, finding excuses and running away from responsibility. Administration cannot be run on social media, nor can such serious matters be run under the carpet.

“I am told that there are 1,190 nursing homes, of which more than a quarter are running without valid registration.Additionally, there are nursing homes in the city that never applied for registration but are still operating. Even nursing homes that have valid registration may not meet the safety and regulatory standards prescribed as per the Delhi Nursing Homes Registration Act, 1953 and the rules made thereunder,” the L-G said.

“The existence of such nursing homes that serve the poor and deprived sections of the society also speaks volumes to the larger issue of severe lack of public health infrastructure in the national capital. This is a big issue which has been left neglected contrary to the claims in the public domain,” he said.

According to the Lieutenant Governor, the ACB has been directed to conduct a comprehensive check of the registration of nursing homes in the city to assess how many of them are operating without valid documents. The Lieutenant Governor also directed the Chief Secretary to advise all District Magistrates to get field verification of their respective areas done within two weeks to ascertain the actual number of functional nursing homes, which can be compared with the Health Department list. can be done.

“It has come to my notice that even in this day and age, the registration process for nursing homes in Delhi is conducted manually, which leaves a lot of room for discretion, ambiguity and corruption. The Chief Secretary accordingly ensures that an online portal is launched with all data compliance, registration and validity, which is open for public scrutiny,” the L-G said.
