Patna, Bihar Cabinet on Friday approved Rs 774 crore to clear the pending honorarium of about 30,000 'Shiksha Sevaks' and 'Talimi Markaz' who connect children from Mahadalit, minority and extremely backward communities with formal school education.

An official said that during the meeting chaired by Chief Minister Nitish Kumar, the Council of Ministers gave green signal to the proposal to withdraw Rs 774.24 crore from the non-plan expenditure head of the Education Department.

Additional Chief Secretary (Cabinet Secretariat) S Siddhartha told reporters, "The decision has been taken for the smooth implementation of the state government's 'Akshar Aanchal Programme' aimed at ensuring the welfare of Mahadalits, minorities and extremely backward communities in the state. The program aims to connect children in the age group of 6 to 14 from these communities with formal schooling, he said.

The official said, “With this decision of the Cabinet, about 30,000 ‘Shiksha Sevaks’ and ‘Talimi Markaz’ will get their honorarium pending for the last several months.,

'Shiksha Sevak' and 'Talimi Markaz' also work on effectively implementing various developmental and welfare schemes of the government in rural areas.

"They act as a bridge between the government and families of Mahadalits, minorities and extremely backward communities...often acting as 'agents of change'," he said.

Last year, the state cabinet had increased the monthly honorarium of 'Shiksha Sevaks' and 'Talimi Markaz' working in different parts of the state from Rs 11,000 to Rs 22,000.

The Cabinet also approved the 'Unemployment Allowance' scheme under the Mahatma Gandhi National Rural Employment Guarantee Act for those who do not get work under the program within fifteen days after applying.

"If a person applying for employment under the scheme is not employed within fifteen days, he shall be entitled to receive unemployment allowance. It shall be at least one-fourth of the minimum wage for the first 30 days and half the Will be half.After that minimum wage,” Siddhartha said.

Further, the Council of Ministers approved increase in House Rent Allowance (HRA) of state government employees living in cities.

State government employees posted in "For Z category cities, they will get 10 per cent of their basic salary as HRA (earlier it was eight per cent)," he said.

He said that employees in unclassified cities will get house rent allowance increased from 6 percent to 7.5 percent of their basic salary.
